Delegates

Article 1:

a) The delegates of the Academies or Academic Institutions (IUA Members) shall be appointed for a period comprising at least two Ordinary General Assemblies. Their appointment will be notified to the IUA Secretariat.

(b) If a delegate is prevented from attending a General Assembly or is no longer able to perform his/her duties, the Member whom he/she represents shall be called upon to appoint his/her replacement.

Commissions of the General Assembly

Article 2:

a) Internal Affairs Commission. Commission responsible for cases that require an examination before being placed on the agenda of the General Assembly. It comprises fourteen members, namely the members of the Bureau and five delegates appointed by the General Assembly, who are joined by the Secretary General and the Deputy Secretary General. The Internal Affairs Commission meets at least once every two years during the IUA General Assembly session. The Internal Affairs Commission may invite the delegates of the ICPHS, ISC and UNESCO to the meetings that discuss the relationship between the IUA and these organisations.

b) Accounts and Finance Commission. Commission responsible for examining the resources and financial expenses of the IUA, as well as its annual accounts. It comprises seven members, namely three members of the Bureau (including the Treasurer) and four Delegates (including the two Delegates responsible for auditing the accounts) appointed by the General Assembly, who are joined by the Secretary General and the Deputy Secretary General. The Accounts and Finance Commission meets at least once every two years, during the session of the IUA General Assembly. With the exception of the members of the Bureau, the members of the Internal Affairs Commission are not part of the Accounts and Finance Commission. The report of the Accounts and Finance Commission is examined by the Internal Affairs Commission before being presented to the General Assembly.

c) External Affairs Commission. Commission responsible for considering matters concerning the enlargement of the IUA and the admission of new Members. It comprises nine members, namely one of the IUA Honorary Presidents, appointed by the Bureau, and eight Delegates, appointed by the General Assembly, who are joined by the Secretary General and the Deputy Secretary General. The External Affairs Commission meets at least once every two years during the session of the IUA General Assembly.

d) Elections Commission. Commission responsible for drawing up, at each deadline, the list of candidates proposed for the election of members of the Bureau by the General Assembly. It is composed of six members: one of the IUA Honorary Presidents, appointed by the Bureau, and five Delegates, elected by the General Assembly. This Commission meets at least once every two years before the opening of the session of the IUA General Assembly. After presenting the conclusions of its work to the Bureau, it submits them to the General Assembly. This Commission has its own internal rules of procedure.

e) These four Commissions (a, b, c, d) will preferably be composed of Delegates who have attended a previous General Assembly. None of these Commissions shall include two Delegates from a same country.

Ad hoc committees appointed by the Bureau

Article 3:

a) Evaluation Committee. Committee responsible for considering, during the session of the General Assembly, the reports of the directors of ongoing projects (or their representatives), deliberating on the measures to be taken concerning these projects and submitting the proposals to the General Assembly. This Committee is composed of Delegates appointed by the Bureau at the opening of the session. The members of this Committee chair the project evaluation sessions. The project managers who do not personally have the status of Delegates or their most active staff members may be invited (in an advisory capacity) to the deliberations of the Evaluation Committee as well as those of the General Assembly concerning their projects.

b) Nominating Committee(s). Committees responsible for examining the statutes and publications of an academy or a scientific institution that is seeking admission as Member to the IUA. Each committee is composed of five Delegates appointed by the Bureau and submits its report to the Internal Affairs Commission. An ad hoc committee is formed to examine each application.

c) New Projects Committee(s). Committees responsible for examining the scientific merit and quality of the research programme of a project submitted for sponsorship of the IUA. These Committees are composed of at least three Delegates appointed by the Bureau. An ad hoc committee is formed to examine each application.

Projects

Article 4 a) Projects managed by the IUA For each project it manages directly, the IUA appoints a director whose term of office extends over a period including three General Assemblies.

b) Projects managed by IUA Members The Members authorised by the IUA to be responsible for a project or a publication, will assume the management under the control of the General Assembly; they will organise the work, designate the headquarters and choose the staff. The Project Director appointed by a Member shall, at the request of the Bureau, make a written report to the General Assembly on the progress of the work. The Delegates involved in a project may be asked to submit a report on this same to the General Assembly.

c) Projects sponsored by the IUA For each project sponsored by the IUA, but in which none of the Deputies is involved, the Assembly will appoint from among its members a representative to monitor the progress of this project and submit a report to this same.

d) New projects

  • 1) A project or a publication (scheduled or in progress) may be proposed for sponsorship of the IUA either by the Bureau or by one or more Members.

  • 2) Each proposal must contain the precise mention of the subject, statement of the reasons, work plan and estimate of the expenses involved in the project. The authors of the proposal must indicate the extent to which they intend to contribute to the execution of the work.

  • 3) The project proposals will be forwarded to the Bureau which, if it accepts the principle thereof, entrusts the examination of the presentation files to the New Projects Committee appointed for the occasion.

  • 4) The New Projects Committee examines the proposed projects taking into account not only their scientific interest, but also the new burdens they may entail for the services of the Secretariat and for the finances of the IUA.

  • 5) The New Projects Committee presents its conclusions to the General Assembly, which votes by simple majority the sponsorship of the project by the IUA.

  • 6) The Members, represented by their Delegates, must be in possession of the report of the New Projects Committee in time for them to express their opinion before the session of the General Assembly.

Grants

Article 5 Applications for grants concerning the projects will be sent to the Secretariat.

ICPHS - ISC - UNESCO

Article 6

a) ICPHS (International Council of Philosophy and Human Sciences). The General Assembly may agree to fulfil a specific task proposed to the Bureau by the ICPHS, an organisation of which the IUA is a founding member and with which it has regular relations.

b) ISC (International Science Council). The General Assembly may agree to fulfil a specific task proposed to the Bureau by the ISC, the successor body to the International Social Science Council (ISSC), of which the IUA is a member and with which it has regular relations.

c) UNESCO (United Nations Educational, Scientific and Cultural Organization). IUA projects to which a UNESCO grant has been awarded through the ICPHS or the ISC will comply with the rules imposed by these bodies.

Amendments to the Regulations

Article 7 : The proposals for amendments to the Regulations, submitted either by the Bureau or by one or more Members, should be sent to the Secretariat in sufficient time for this same to transmit them to all Members at least three months before the session of the General Assembly.
